New Government Changes PASI (SPF) and Individual Document Attestations
PASI (Public Authority for Social Insurance) has changed its name to the Social Protection Fund (SPF), Royal Decree 52/2023. The aim is to enhance the social welfare framework by creating a single and unified social protection fund to improve financing and to provide a wide range of benefits to workers and families. To achieve this, all the pension funds are unifying under one system and the consequence is that system modifications may take up to another 3 months to complete. Invoices and receipts are now obtainable but employee changes such as salary reviews etc. are not.
Mandatory Omani Employment for New Foreign Investors in Oman
A directive by the Council of Ministers that starting from April 2025, all foreign companies are given a year from the date of establishment to hire at least one Omani in return for reducing the fees of the CR by the government. Please note that companies failing to fulfil this requirement will be given a grace period of 30 days to rectify their situations. Additionally, an electronic monitoring system will be implemented to facilitate compliance checks by MoCIIP and the Ministry of Labour.

Agreement signed to develop Al Khuwair Downtown project
The Ministry of Housing and Urban Planning has signed an agreement with ‘Zaha Hadid with CBRE’ consulting company to prepare a detailed plan and engineering design for Al Khuwair Downtown project. The Downtown will cover 3.6 million square meters and will feature 30 – 40 floor buildings.
