LATEST GOVERNMENT CHANGES & TRENDS IN OMAN – MUST READ!!
New Professional Licensing Requirements for Work Permits in Oman
The Ministry of Labour has introduced a professional classification and licensing system for selected professions in the industrial, energy, and minerals sectors to regulate the labour market. The system will be implemented in phases from 9 February 2026, with full enforcement from 1 May 2026, after which work permits will require valid professional certification. A grace period until 1 June 2026 allows temporary issuance or renewal of permits without licences for certain roles, mainly in the Energy and Minerals Sector. Engineering and Accounting professions remain subject to mandatory licensing from 1 September 2025, with registration required for work permit processing. The requirement applies to both Omani and expatriate employees, including new hires and renewals.
Oman’s Revises Expat Work Permit
Oman has introduced a new tiered expat work permit fee system linking costs to company compliance with Omanisation targets. Companies are classified into green, yellow, or red categories based on Omanisation ratios and labour needs. Green-category firms receive a 30% discount on work permit fees, while yellow and red firms pay double. The system is automated through the electronic licensing platform and applies at company level.
Update on the Authorised Signatory Regulation
Authorities have confirmed that individuals appointed in existing CR documents through the MOA will not be automatically removed. As a result, all existing authorised managers, including Bondoni’s Authorised Administrative Managers, will remain in place. Although a formal decision is still pending, no action is required at this stage. This is positive news, and Bondoni will share any further updates once we have it.
Oman mandates Beneficial Owner Registration for all private companies
The Ministry of Commerce, Industry and Investment Promotion has activated the Beneficial Owner registration service on the Oman Business Platform effective 11 December 2025. All companies operating in Oman, except public joint-stock companies, are required to register their Beneficial Owner details. This requirement is implemented in line with Ministerial Decision No. 424/2023, which governs the procedures for identifying Beneficial Owners. Registration of Beneficial Owner information is mandatory for all applicable companies. Businesses must ensure all required data is submitted accurately in accordance with the regulation to remain compliant.
Oman’s E-Invoicing goes live in 2026
The Oman Tax Authority is moving ahead with mandatory e-invoicing from August 2026, with Phase 1 starting with 100 large taxpayers already notified. E-invoicing will apply to all transaction types across B2B, B2C, and B2G, covering multiple invoice documents. The new system introduces extensive data requirements, including over 50 mandatory fields, real-time reporting, and no invoice cancellations—only credit notes. Businesses will also need to manage new compliance areas such as self-billed import invoices, QR codes, digital signatures, and 12-digit HS codes. No separate registration is required, as the existing VATIN will be used. Companies should now assess system readiness, data accuracy, and integration capabilities to ensure timely compliance.
