LATEST GOVERNMENT CHANGES & TRENDS IN OMAN – MUST READ!!
Mandatory Ultimate Beneficiary Owner Registration
Oman has introduced mandatory UBO registration requirements under Ministerial Decision No. 424/2023, effective 11 December 2025, as part of its corporate transparency framework. Applicable companies must identify individuals holding 25% or more ownership or voting rights and maintain updated records on the Oman Business Platform. Companies are also required to appoint a resident Oman-based UBO coordinator with a valid ID. Bondoni supports businesses with UBO registration, CR reviews, and ongoing compliance support.
1% increase on SPF takes effect from 19th July 2026
As part of Oman’s Social Protection Law (Royal Decree 52/2023), the Sick Leave and Extraordinary Leave Insurance Branch will take effect on 19 July 2026 after a one-year postponement. This will increase employer Social Protection Fund (SPF) contributions by 1%. For Omani employees, total contributions will rise from 21.5% to 22.5%, with the employer share increasing to 14.5%. For non-Omani employees, contributions will increase from 1% to 2%, with employers covering the additional 1%. Read more here.
UK–GCC £3.7bn Trade Deal Finalised: A Landmark Economic Partnership
The UK and GCC have officially signed a landmark free trade agreement, strengthening trade and investment between the two regions. The deal is expected to create new opportunities across sectors including professional services, technology, manufacturing, logistics, and investment, while further supporting regional economic growth and diversification. Oman least exposed to Strait of Hormuz disruption, says Moody
Oman is considered the least exposed GCC country to disruptions in the Strait of Hormuz due to its ports and export terminals being located outside the Strait. This geographic advantage helps protect its trade flows and energy exports compared to other Gulf countries. As a result, the economic impact of regional tensions on Oman is expected to be limited. In fact, higher oil prices could support government revenues. However, prolonged conflict in the region may still affect overall economic stability.
Oman jumps 19 places in economic freedom index to rank 39th
Oman has climbed 19 places to rank 39th globally in the 2026 Index of Economic Freedom, reflecting strong progress in economic reforms. Its score rose to 68.5, the highest in five years, maintaining its status as a “moderately free” economy above global and regional averages. The biggest improvement came in fiscal health, driven by lower public debt and budget surpluses. Oman also performed well in areas like trade freedom, tax burden, and government spending. The progress highlights ongoing government efforts to boost competitiveness and attract investment.
FDI grows 8.1% to RO 31.3 bn
Oman’s FDI stock rose by 8.1%, reaching RO31.3 billion by the end of 2025, according to official data. The oil and gas sector continues to dominate, accounting for over 80% of total foreign investment. The UK and US remain the largest sources of foreign investment in Oman.
